A little ghettoish

I've lived here for a little over a year but I'm ready to move up to a better neighborhood.
You can't beat the price and my apartment is huge but I don't like my neighbors (who lock their toddlers on their balcony while they smoke pot daily), I've nearly hit other unsupervised children who were running through the parking lot, and I've nearly been hit myself by people exiting through the entrance as I'm trying to enter.
My house alarm has never worked because the wiring is aparently all wet and keeps frying my phone lines- this was frightening when someone did try to break into my apartment one night at 3 a.m. I also heard a very violent beating right outside my apartment and couldn't call the cops because my line was fried.
The management is nice but really rather useless. I've mentioned the attempted break-in and they said "oh, sorry, that's too bad." And when I complained about the dangerous entrance and again, they shrugged at me and told me there was nothing they could do. I've tried yelling at the people causing the problems but most of them don't speak English anyway.
Luckily, my car has never been damaged and I don't feel unsafe coming home late at night. My apartment is ugly as sin from the outside (their "colors" are brown and orange) but nice and clean inside. Maintenance came quickly when called
but I'm sick of the people and the often moronic staff.
