Noisy neighbors, rude office people

I lived here for three years altogether. My first apartment was a one bedroom and was fine. We moved into a top story large two bedroom and the problems began. The air conditioner worked very poorly; there was a flow problem and the master bedroom was always too warm. We moved our bed into the living room during the summers in order to avoid the heat. Even worse, our electric bills were incredibly high (around $180-200) in the summer. Our apartment was dingey with old, dirty cabinets in the kitchen and a very dirty carpet. We reported that the carpet was dirty from the beginning, and even had it cleaned when we renewed our lease. It never got clean!! It should have been replaced before we ever moved in.
Our first neighbors were very loud. They played music all day and slammed the door each and every time they went in or out. The slamming rattled everything in our apartment, and continued even after several complaints.
For some reason the complex has a yard crew come out every Wednesday. They spend the entire day starting at 8:00 blowing leaves around with loud blowers. If you have a job that requires that you sleep during the day, write Wednesdays off.
Finally, the office staff are rude, dismissive, and haughty. They act like they are doing you a favor by allowing you to live in the complex, rather than being glad that you are paying them. Every note or piece of paper you get from them had a rude tone. And the maintenence man, though very nice, is incompetent. He is unable to truly fix any problem; instead he covers everything with caulk.
I would definitely look around. Now is the time to get a NICE apartment for less than what you would be paying at the Argosy....I did!
