Older apartment, so high utility bills. Lack of insulation and thin walls insure plenty of noise. Extremely ugly buildings for an otherwise nice area. It might be ok if torn down and rebuilt, but even then you would still have to deal with the unscrupulous management. If you want to take a chance and see how bad it can be, try it. Some people here don't seem to mind.
