It's relatively okay, but shabby, downtrodden, and filled with trashy people

Well, I moved here in 2002 and am just moving out this summer. I have to go because this place just isn't what it used to be anymore. Constant changes in management has resulted in this place just looking downright shameful and shabby in both people and buildings. It's like whatever little bit is left of maintenance doesn't care anymore. Cops ride around here all the time but they are very indifferent to complaints about noise late at night and they say they don't deal with lifting fingerprints whenever there is a break-in or burglary of an apartment. Shows how trained they are. When I first moved here everything was very peaceful and quiet and clean, but as I stayed it just went downhill. Now there are just all kinds of "mountain men" and suspicious looking hoodrats, gangsters, thugs, and mobsters as well as drug dealers (you can tell by looking at them) around here. My apartment was busted into one day last year and expensive items taken and the place just tore up when they went through (I don't even know anyone who would be that mad at me so I know it's not personal). My truck had its tires slashed along with several other vehicles' tires on New Years of 2003. Just terrible things have happened here, that's why I'm moving. People now have more than six kids in one bedroom apartments and I love kids, but they let their kids run loose and make all kind of noise banging on doors, hollering and screaming like savages, it seems, at the latest ungodly hour of night when kids that young should be in bed, so that led me to think that even the kids are filled up on drugs. I smell a lot of weed being lit up around here. People toss beer bottles and trash just anywhere they can besides the trashcan (my pickup bed has become a trash dumpster for their filthiness). Some of the neighbors themselves are okay to talk to but when their friends, associates come around, they just get outright disrespectful and then smile at you the next day, almost apologetically. Like I said, it used to be a good place, but this place has become as country as it can be, and the countriness is not good country, either.
Yet on one side of the complex it looks like it is well kept up and looks nice and quiet and I've noticed a lot of chicks live there in that complex. While all around the other buildings seem to be going to waste with all the mess that's moving into it, so I know for a fact that people according to their race are being strategically placed upon move-in. --------- and ------ all live together, and white people all live in one area of the complex, virtually undisturbed. Definitely took note of that. It isn't right for this kind of thing, but no matter what, apartments seem to deteriorate in quality with each change of management and also, the longer you stay, so it is important to move around every year or two.
