Horrible and getting worse From: -Anonymous- Date posted: 2/9/2004 Years at this apartment: 2003 - 2004   It was bad enough under Chelsea management. A new company has taken over and it has really gone downhill. The manager is a bully and tries to backdate notices he belatedly puts on your door. The area is very trashy, several cars have had their windows based in. The apartments facing 183 have alot of road noise and the new contruction will put the new road a few feet in front of the apartment windows for the first level.
