Nice but no quality upkeep

Years at this apartment: 2009-01-01 - 2009-01-01
IF YOU OVERLOOK: Trees drooping from lack of water (100 degree weather is no excuse, this is Austin).
Dead grass spots (not sure if they plant winter grass either).
Railings are chipping and need re-painting.
Side gate to outside which has lock is useless because management does not repair.
Outdoor lighting not kept up.
Some vandalism.
Large trash bin always showing because management does not close doors to shed that hides bin (used to be hidden when previous employee(s)were here).
Recycle bins are in street instead of area next to trash.
Management appears to do nothing about one couple's unleashed large dogs.
THEN: Nice place to live.
Relatively quiet and mature renters except for a few inconsiderates.
Management - nice people but need to be pro-active in caretaking for community.
If property owners are the problem, perhaps they will take heed.
Owners could spend $ to upgrade to quality place WITHOUT raising rent.
Happy here but considering moving.
