I found High Oaks to be decent and reasonable. It's a good choice for grad students or off campus undergrads. Easy commute to UT.
Several people have commented on the car theft problems, which are realistic concerns. However, given the choice between a high rate of car theft and a high rate of robbery and assault (which you will see if you look up the crime for some of the downtown apartments close to campus), I'll risk it! Most of the thefts have been things like people stealing fancy wheels and expensive items which people left in plain view inside their cars (duh!)
Parking stinks. They would benefit greatly from assigning each resident a parking spot. If you come in after 9pm, you can forget parking anywhere near your apt. Parking lot lighting could be better.
It's generally quiet except for weekends when the parking lot gets noisy. Try to get an apt. which faces away from the parking lot for that reason.
Complex is pet friendly, but a lot of dog owners who don't pick up after their pooches give the rest of us a bad name. The complex even provides pick up bags. They have supposedly cracked down on this recently, but I can't really tell any difference.
Get a fan for the summer to cut down on electric bills.
The management has a high turnover rate. In general they are cooperative, but like most tend to drop the polite veneer when it comes to rent negotiations. Rents are reasonable for Austin (which has some of the highest rents in the state). They will lure you in with a lot of specials and then jack the rent, but most places do this. Sometimes they will deal if you sign a longer term lease.
