Cozy, affordable older complex

Have lived here for 5 months so far, no real problems. Live on third floor, AC is no more noisy than in any other apartment I've lived in. Electric bill is also reasonable, especially for a 900 square foot place. Water bill generally runs no more than $30-35. They pay gas.
They provide one covered parking space, finding another space is no problem if you have two vehicles.
Hearing neighbors... yeah, the walls are kind of thin. Have actually had to talk to neighbors on both sides and beneath about volume of stereo/home theater systems. You sometimes hear neighbors' phones and/or answering machines picking up, too. That being said, as another reviewer said, talking to neighbors helps and has avoided having to complain to management. You also get a few jerks who will pull into the parking lot with their stereo blasting full-volume and their windows rolled-down while they park. Sometimes, too, as there are lots of seniors who live here, you'll get folks who will pull up to the building and honk their horns loudly to pick up their senior resident friends to take them to church or whatever. Yeah, I got news for you, folks -- we hear it, too, and sometimes it's startling.
A couple of residents let their cats out, which the management doesn't allow. One in particular took to crapping on residents' doormats -- after finally determining whose cat it was, management took action.
Some of the walkways are cracked and crooked, like the foundation has shifted. Not in an unsafe way, but you can tell it's an older complex for sure.
Maintenance does *eventually* fix things. Sometimes it takes longer than would seem strictly necessary (2 days tops so far.) However, they do take maintenance requests via the Rainier Management website, which is very convenient. The hot water sometimes does run cold, though, but you have to just let it run until it gets hot enough -- I've never had to take a cold shower here.
There are laundry rooms in every building. They're not always in working order, but there are *lots* of machines. The mail tends to get delivered pretty late on most days.
There are lots of restaurants and bars within walking distance -- a couple of Mediterranean places within a block and Phonecia up the road, Wok N' Roll, La Victoria Bakery (*great* breakfast tacos), Austin Diner (hit or miss, but great tacos), Ginny's Little Longhorn, Amy's Ice Cream and the burger joint attached to it, and others we've not explored yet. The HEB does totally blow, though. Never enough cashiers, their produce is usually bruised (and if it isn't bruised when you get it to the register, the indifferent cashiers will bruise it for you.)
The area is relatively safe, although you do see a few tweakers and homeless around the liquor store. Nothing you wouldn't see elsewhere in Central Austin.
All in all, it's a nice place. The price is a steal for this part of town, too.
