Laid back and kind of funky (in the good and bad sense)

I lived in this complex for five years. The management office staff turned over at least once a year, if not more. In general, maintenance was responsive and fast. The grounds themselves deteriorated quite a bit during my time there. The residents are quite mixed - elderly, students, and young couples. The property borders on a low-income housing unit that used to be for those with disabilities only. Several of my neighbors had their cars broken into, my tires were slashed once.
The only major problem I had with my apartment was an infestation of roaches that the management insisted on blaming on me. I cleaned all food out of my apartment and didn't cook in it for a month, but they refused to do a comprehensive treatment until I threatened to call the health department. At that point they hired an exterminator and treated it until the problem was rectified.
