Which is a good thing. I spoke to the new people in the office today about the lack of water (which they did at least give us 24 hours notice that it would be off) and they seem a lot of a lot nicer then the old staff.

I'm not sure what you know about plumbing, but when pvc pipe has to be repaired it has to be glued together. Once glued, it takes up to 4 hours for the glue to cure. So when you said no one was working on the problem at 5:42, they( the maintenance team) were probably waiting on the glue to dry before turning on the water.
