Really - you should not rent here. The grounds are filthy and the apartments are moldy. I recently was sent to collections because the manager claims the 350 dollar deposit was not enough to clean the carpet.
The carpet was dirty because the apartment grounds - sidewalks and parking lot have not been clean - since the 60's - went this place was built. Also, there is no natural light inside the apts - great for batman but not for normal folks who need sunlight.
The manager is impossible and will never see compromise, does not listen, and is ok until you have some sort of a problem or gripe. Then the jerk comes out!

A deposit is a deposit. It shouldn't matter if he's trying to remodel the place, that's not your problem. From what I understand, there's no way he should be able to raise your deposit after you've already moved out. You paid it, he isn't giving it back, so if he has to change the carpet he should shut up and do it. If $350 isn't enough to clean the carpet he should have it replaced. Sounds like he's misappropriating the finances on quick fixes rather than spending what he should to keep the place well maintained. Negligence like that could lead to a hazardous living environment.
