Phase II was alright

Years at this apartment: 2002 - 2003
I lived in Phase II of college park for 1.5 years. Had some trouble with maintenance (broken AC for a week during August) but eventually it got fixed. I guess I was lucky, and did not have too noisy of neighbors, but other buildings were nonstop parties. You hear a lot of screaming and yelling at night. I was also lucky to not have any theft occur. However, carpet is pretty poor quality, and they don't clean it for people coming in. When we renewed our lease, we were given a lower rate, but weren't made aware that the water bill would now be our responsibility.
