I have to tell you that everything you have heard is try and the cause of it all is because they have the worst manager you have ever dealt with. I can not beleave they have a person like this working for

The maintenance staff will come out week after week to fix the SAME PROBLEM. Management will refuse to hire an outside company to come and fix the issue even if the on-site crew is unable to do so. Our bedroom windows leaked EVERY time it rained. The blinds actually rusted and the carpet had mildew spots on it. Does this sound like the sort of thing you'd love to live with? The problem is with the parent company Equity. The fact that they haven't fired the manager after so many complaints (and some legal issues) is proof that she does what matters most...she brings in money. Even if she is not ethical, Equity doesn't care because all they care about is money. Something to note: if you write Equity some nasty emails, sometimes they DO go up the chain of command. Don't just review here, write the company!
