Going downhill

Years at this apartment: 2002 - 2005
 
I lived there for over 2 years and thru 4 managers. The water bills rocketed up when the lastest manager took over. The apartments are old. The plumbing, the A/C and the general condition of the interior is deteriorating rapidly. Rude and unruly neighbors plus vehicles playing loud music at all hours of the night is commonplace there.
