Looks like paradise but isn't

Upon entering the Monarch, I was charmed by its water wall and salt water pool. I balked at the rent (nothing for less than $2000/month) but assumed the view, location and amenities would ease the strain of an empty pocketbook. Unfortunately, upon moving in, I found many things in my apartment unfinished. The fan in the bedroom did not work, the carpet had scuff marks all over, dust lined the window sills. The balcony railing began to fall apart the third day I moved in. The hallways used to be frigidly breezy until they mysteriously shut off the air conditioner. Common areas are now stuffy and barely tolerable.
While none of these issues are extraordinary, when one pays a hefty sum to live in this Zom community, one expects basic things to be taken care of without making a "work order." (Or three... or four).
FYI- the bathroom has no drawers.
