Compared to many of the complexes on the UT shuttle, I'd have to say that Pinto Creek probably has the best kept grounds, good parking, decent matinence, and a very safe feel to it. Cromwell is a secluded street and there's not a lot of thru traffic. The parking lots are well lit and I've never really had any problems with noise (unless you count a loud refrigerator or air conditioner) which is not usually an easy thing to say. Management does cater to new leasees and there is a very high turn around, but if you're pleasant to them, they're pleasant to you.
