Not so good handling noise complaints

I moved into the complex in Dec. 2001 - shortly after it opened. I LOVED my apartment - lots of space, attached garage, large balcony, etc. I loved the location and never had a problem, UNTIL Dec. 2003. I was on the second floor. My neighbors on the 3rd floor changed numerous times during my stay in the complex. In Dec. 2003 my new neighbors began playing loud music at all hours of the day - and I do mean LOUD music. My walls were booming and shaking so much that glasses in my kitchen cabinet were falling over and breaking and pictures were falling off the wall. This happened at all hours of the day. After 5 consecutive days of this, I left them a very nice note letting them know they were disturbing me and asked nicely if they would turn the music down. They very nicely responded by turning the music up even louder. That's when I started contacting the leasing office. At first I was told they were very strict about that and they would be giving them a lease violation immediately. I was initially told that "3 violations and the are out!". Boy was that a lie! From Dec. 2003 until May 2004 I contacted the office no less than once, sometimes twice a week. The noise got so bad on several occassions that I called the sheriff's dept. and the on site security officer. The only people who ever gave a damn were the sheriff's officers. They were the only ones who would do anything. When my neighbors weren't rocking out, they were stomping around so loudly that my friends thought I lived under a constant thunder cloud. The office eventually told me that there was nothing they could do and refused to even tell the people to turn the music down. When I contacted them in March to let them know I would be moving, they asked why. When I told them it was due to their lack of assistance in solving my noise issue, they acted as if they knew nothing about it. I loved my apartment there and I would have loved to stay there, but it was impossible to be comfortable in my home...and with the amount of rent I paid each month, I expected them to do something to make living environment more pleasant. I've been gone a month now and I have yet to hear anything about my refundable part of my pet deposit. They have not returned my calls or e-mails. I could understand the treatment if I was a bad tenant, but I always paid on time, never disturbed anyone, and I was always very friendly and courteous to the office staff even when I was completey irritated with their response.
