I decided to rent an apartment at this complex based on the proximity to UT, as well as the cute updates to the units. Basically, the only positive aspect of this complex is that the units have been tastefully remodeled with Ikea kitchens and have "wood" floors. Rainier Management is hands-down the absolute worst apartment management group I have ever rented from. For the price of these apartments, I expected so much more than the service I received while living here. During my stay at this place, management has been incredibly slow to respond to any maintenance problems. Moreover, every time I have brought an issue to their attention, the management office has been quite condescending and rude- and have even yelled at me on occasion. Many of my neighbors (who are thankfully a nice group of people and include undergraduate students, nurses, doctors, law students, grad students, and post-docs) have also complained about poor treatment by management.
The windows are single pane, so the units are not energy efficient, and condensation builds up around the windows. Due to the moisture, mold readily grows around the windows. Safety is an issue as well. Two men attempted to break into my apartment through my bedroom window and broke part of the window. A number of cars in the parking lot have been broken into as well. A towing company constantly trolls the parking lot like vultures eagerly waiting to tow off one of your visitors' cars. Having a get-together at your apartment is made inconvenient because you are only allotted one visitor parking pass.
The AC system is on a chilled water system and the units are antiquated and inefficient- so don't expect to stay cool during the summer. In addition, my air conditioner is perpetually broken, and as I write this review I literally have a steady stream of water flowing from my ceiling because it has never been properly repaired. I have to leave a large trash can under the AC while I'm gone during the day and empty it when I get home.
The utility bills are split equally between the units, regardless of the amount of energy/gas/water you consume. This means that although you may be energy conscious and consume very little, your energy bill will NOT reflect this.
My dishwasher also broke during my stay here, and it was 6 weeks until it was repaired.
While I was living at River Oaks, the roofs of several buildings were ripped off during a bad storm. My first-floor unit was flooded and water wicked up the walls. When I informed the management about the water damage, they said they were certain my unit had not been damaged and would not respond to my requests to dry out the sheet rock. I had to remediate the damage myself. It was two more days before a temporary tarp was placed over the missing roof, and another two weeks before the roof was completely replaced. During that time, the unit upstairs completely molded over and stank terribly. My ceiling and walls are still water-stained and moldy.
Overall, River Oaks is overpriced for the quality of the units, and not worth the headache of dealing with management who mistreat their tenants.
