Illegal Water Submetering Charges

After one year living here, the management announced they were going to increase the water bill to include the usage of others in the entire complex and their usage. Our Water bills Quardrupled!!
When tenants made an attempt to talk to management, they referred them to TCEQ and claimed that the state changed the law. When we contacted TCEQ, they told us it was the management's discretion to charge each of us for everyone's usage including the management's! They referred us back to management and we have not gotten a straight answer since we were all opposed to it!!
