Things have improved under new manager.

If I can write a bad review when I feel I'm getting burned then I ought to write a good one when things get better. That said, since I wrote the review below we've gotten a new manager who acted immediately and effectively correcting the issues which I had and I am no longer questioning my sanity for moving here. It's back to being a good value for the comparatively low rent.

The lease states how many vehicles may be kept on the property and that all vehicles should be operable, registered, and have a resident decal. The lease terms also forbid vehicle maintenance on property. All these rules are ignored by many residents as well as management. They'll even plug power tools into the outlets outside other residents' front doors and work on their cars on some stranger's electric bill. Parking is limited even if the rules were followed but between abandoned cars and some residents parking more cars than the lease allows parking has become ridiculous, and complaints to management are ignored. How many people are allowed to live in each size unit is governed by the lease, but there are one-bedroom units here with four and five adults living in them, all with their own cars minus resident decals. The eight spots in front of my building are routinely full, yet only two or three have resident decals. One is permanently taken by an abandoned car I've complained about twice, which even has spread a rust stain down the sidewalk as it slowly rots away yet there it still sits. One fellow has two vehicles for he and his wife which have decals, which is perfectly legit...but he also parks his employer's company truck here which would be fine if parked in visitor's parking but it never is.
There is one water meter for the buildings so the water bill is divided up by the total number of residents on the leases in each building, but I know for a fact there aren't five people's names on the lease for a one-bedroom so I'm forced to pay for the extra showers. I've complained about this to no avail.
I'm left to wonder if these other residents are not compelled to honor the terms of their leases by the management here, then why should I' Just see what happens if I try to jump out early...
