Overall good, but some issues

This is overall a very nice complex, in a convenient location. The complex itself is usually quiet, aside from the train which runs behind the property, with little criminal activity. Interior walls are quite thin though and conversations in the next apartment are easily overheard.
However some cracks are begining to show: the surrounding neighborhood is quite shoddy, with much graffiti, ajoining blocks harbor wannabe/real gangbangers, illegal immigrants and other dodgy types in rundown corporate managed complexs and absent landlord four-plexs. There is noise, trash and constant police activity on these blocks.
There has been at least one apartment break-in in the complex in recent months. Management does not keep residents informed of criminal activity or fires within the complex; information is obtained from other residents. There's been an increase in noisy car stereo's and fast/careless driving through the parking lot; several animals, residents and cars have had close encounters.
There is a persistant problem with residents parking in a narrow fire zone near the pool, blocking traffic and any chance of a fire-truck getting through if need be.
Since the change in maintainance personnel, the pool and spa have not been maintained nearly as well - there is always dirt in the pool, fresh water never seems to be added so it always feels warm and slightly slimy. There is a ring around the pool and spa water line. Apartment maintaince has also slipped, work is not done with care and many residents have complained of their apartments being left messy i.e. dirty floors, smelling of smoke, grease on surfaces.
The complex is family owned and the owners are on site at least weekly. While being generally responsive to all, they do tend to play favorites and this has extended to rental rates. Recently a move was made to bring every apartment up to "market". This has resulted in some residents seeing 25% or greater increases in their rent. Rent disparity still exsists within same style/size apartments however and some residents work at the complex in what one can assume is a quid pro quo arrangement.
The owner's purchase of a new SUV immediately after the above mentioned rent increase didn't do much to smooth any ruffled feathers. Raising rent has been used in the past to remove tentants that couldn't be evicted through legal means.
