...if you can afford it, that is. We moved out last summer with few complaints. The first year we had a pro-rated lease (buy 12 months, get 1 free... thus monthly rent was 1090 instead of 1180), but when we went to renew that was gone and they were raising the base rent considerably as well. That was that.
There were certainly a lot of dogs in the complex (including some fairly large ones) and I can't remember *ever* seeing someone clean up after their dogs. The dogs below us were generally left home alone for around 12 hours at a stretch, so our dinners were frequently eaten to the sound of lonely dogs' howling. This brings me to another point - "condo specs." Many of the newer complexes around Austin will give you the hard sell about being built to "condo specs, including Tree Tops and the place where we currently live. No matter what they tell you, you'll be able to hear your neighbors. It might be better than living in a dorm, but we've heard our fair share of TV, music, dogs, and (my favorite) karaoke. The walls at Tree Tops aren't "paper thin" ...but don't let anyone convince you it's more than just another apartment. That said, I never had problems that I can recall with the office staff and maintenance was quite responsive and patient in our experience. There were constant problems with the front gate - lightning, computer glitches, and morons ramming it. We did also notice more students moving in during the year we were there. Lots of inconsiderate 20-somethings in the complex and the occasional swimming pool full of beer. We constantly had bags of trash on our front porch from the neighbors or in front of the unit below us who seemed oblivious to the idea that curb-side trash pickup doesn't mean there aren't still dumpsters 30 yards away. It's still much quieter than anything on the Far West bus route though. In general we were very impressed with the fit&finish of the apartment, and the floor plan was amazing. Likely one of the two best apartments I've lived in.
I general I'd recommend Tree Tops, provided you have money to throw away or really can't live without the view (remember though that 17 hours of direct sun exposure per day will lead to impressive electric bills in the summer). If you value privacy over a fancy view you'd probably be better off using the $1200/month for a nice house.
