Management Makes it NOT Worth Living Here

My husband and I have lived in the Palms at Walnut Creek for 6 months, and we can't wait for the rest of our lease to expire. The manager, Lisa, will use any excuse to invade your privacy, and they seem to make some sort of apartment-wide demands at least once a month. Also, as someone else said, the water bills are outrageous, because they charge based on a average of all of the units, and some of them have like 10 people living illegally in them, so other people end up paying for their water.
Here is an example about the manager Lisa: A few months ago Lisa literally parked her suburban behind my car one morning and refused to move it because she wanted to talk to me about how I had parked (even though I was completely in the triangle shaped parking space with 1.5 feet on either side). She made me 15 minutes late to work that day, and I felt it was a complete overstep of her boundaries as a manager. At the very most she should have left a note on my car, or asked me to stop by the office later, as would have been professional.
Here is an example of the apartment-wide demands: One month they gave a day's notice to have your fire extinguisher placed outside of your door so they could be checked. I was annoyed by the short notice, because if you were out of town and missed the check (as my neighbor that travels a lot did) then they would charge you an $80 fine! Literally 2 weeks later they had an apartment inspection with the fire department, where they came into everyone's apartment and looked around. Although both of these demands are fine, it seems inconsiderate that they were separate demands and they inconvenienced their residents twice, when they could have checked the extinguishers during the inspections. I guess then they couldn't threaten their residents with an $80 fine that way.
Other things to note: Parking can be bad in certain parts of the complex, so choose your apartment wisely. Maintanence guys are great, very polite and helpful. The gates can break for months at a time and are often always open. They have some nice areas for dogs. Most residents are very polite though there are a few old people here that love to complain about everyone around them to their neighbors, management and the police. Some kids but not a lot.
I have lived in 6 apartment complexes before, some nicer than these and others not nearly as new. However, I have never had an issue with any other apartment management before this. Trust me on this, if you live in an apartment DON'T choose one with bad management!

Is it true that the management has changed from July? I wanted to rent there, but am not sure after reading the reviews. How is the new management?

I work for another apartment community and it seems to be the same old song & dance with resident complaints. If you have never worked in the business, you don't realize how something have to be done. The Fire Dept does not do the inspection for the fire extinguishers!!! There are some mandatory inspection the communities HAVE to do by law. All apartment communities try to take the time to read these comments and look at other communities, not just their own. Yes, it seems that management is ALWAYS rude when the resident doesn't get what they demand.

I live here currently and YES, the management has changed. And there seems to be consensus among the residents that the new management is MUCH easier to deal with. That's because it is now owner-managed, so it's not an outsourced or contracted company anymore (i.e., the company that Lisa worked for, and yes, she was horrible).
The new management has done a much better job of being a bit more welcoming. Rocio, the new manager, and Francisco, the supervisor, are in stark contrast in personality to the cranky, greedy Lisa and Rhonda with the former company.
