No deposit return and sneaky lease practices

Years at this apartment: 2000 - 2002
Because of its convenient location and decent school system, we lived in two different apartments in this complex. The first one had the ceiling sag from water damage and black mold. It took them WAY too long (I had to send a certified letter with a cc to an attorney) to fix the problem--but they ended up giving us a different apartment and paying for the move (still a big pain in the neck to move in the middle of the school semester). The new apartment, when it rained, also leaked--poured--water from one of the closed windows. Their response was to put a little caulk on the outside, which didn't help at all. Not a healthy environment. I bet they didn't even repair the moldy ceiling correctly, and probably didn't have it tested for toxic mold as I requested.
In both apartments there were unworking electrical outlets.
If you do move here, and end up extending a lease, watch out!!! They added an extra month to the "12-month" lease on us, and since we didn't catch it before we signed, it was too late. BUYER BEWARE.
So we moved out at the end of July, it's now September, and we have not heard a peep about the deposit. Not even an itemization of damages. I've sent another certified letter--we'll see if that works, because according to state law they are required to at least let you know why you're not getting the deposit back.
Also, if you do move here, you should know that at least four times in two years there have been incidents of multiple vehicle prowls--someone goes through and smashes windows, stealing stereos, etc.
As for the workout facilities, for a while they had free weights. Then someone cracked a mirror, and they took the free weights out. Since our workout was based on free weights, we had to haul them every morning to the workout room. What a pain!! Several times the cardio equipment was left unworking for days or weeks, and they don't have real quality stuff to begin with.
The pool is usually nice in summer, I will say that.
All in all, if you are trying to decide between this and another complex, you should probably take the other one.
