Years at this apartment: 1996 - 1998

I was one of a few people that moved into the apartments after they rebuilt the apartments in 1996. They were still doing construction where I lived, across the street from the office area. The plan to rebuild the apartments and the amenities seemed great when I first moved in. However, they had poor construction, poor work done on rebuilding the apartments. Although, they did look better than the ghetto it was before they rebuilt it. It was really bad before they rebuilt it. The staff, at the time I was there, was nice and helpful. The computer guys were funny and nice. The manager lady was somewhat nice, somewhat defensive. It seems like they hired people from mexico to come and rebuild the place.
In my two years there, the foundation settled, and caused cracks in the walls. One winter, my whole apartment buildings water line froze. I had to cross street on ice to another apartment to take a shower or use the bathroom, for about 3 days.
There were some pretty bad neighbors. Several college kids partying all the time, some weren't bad, some were. The noise was pretty bad. Parking was okay. However, I didn't feel safe there. It's such a large complex and there were some bad people there, so I worried about my car or something happening. The computer area was nice when they put it in. However, some people stole some stuff and ruined it for a while. The whole idea of rebuilding the apartment complex and making it a nice place, was a good idea and good intentions. However, it seemed like when I moved out the ghetto was coming back in and taking over it again. you can't escape the ghetto.
One time I came home and found my next door neighbors relative passed out cold, from drinking. They had to call an ambulance to revive him. I'm not saying he was bad, but there were some problems with some people there. There were some low lifes that lived there.
