I never received a 30 day refund notice even after I gave them my forwarding address. I had to move out of town and didn't know my rights then. It's been two years and I'm just now getting letters from debt collectors. This complex is violating the Fair Debt Collection Act. Call the Federal Trade Commission and file a complaint. You can file it against the collection agencies as well. Get ALL THEIR INFO.

I am the manager of Village Oaks and was the manager in 2004. You say that you did not receive a notice of final billing. I can assure you that we mail out all final bills. What generally happens is that the post office does not process your change of address fast enough and we get the statement back. Even if you give us a forwarding address, the post office may not deliver your mail to your new address if you have not registered with them. This is especially present when you move to another apartment. If you do not notify the post office that you are a new tenant they will not deliver your mail to that address. If you were expecting a refund why didn't you contact us earlier to find out why you didn't? If you would like to talk about the way you were treated we would love to talk to you so that we can clear up any confusion or miscommunication and possibly prevents this from happening again. But I would appreciate it if you would refrain from saying that we will get you when you leave. All charges that we entered are fair and charged within the limits of the law. We are not out to penalize with no reason.

Sadly, although this "manager" talks as if he is serious and professional, it is not the case. Do NOT fall for his fakeness. For the record, I did in fact attempt to discuss my concerns with the manager and he did as many other slumlords do, he simply sugarcoated the bad situation to release ownership of the problems he so confidently says, "were promises made by the previous management."
