I've lived in Village Oaks for a year, and I've been quite happy with it. The office staff is very friendly and helpful. At many apartments the staff is really incompetant and/or diva-ish, but that's definitely not the case here. Also, whenever I had to make a maintenance request it was usually answered that day or the next. Some people have complained about there being bugs but I never really had an issue with that. When I first moved in I saw a roach in the bathroom. I sprayed some roach and ant spray around the perimeter of the room and haven't seen another roach since. It's possible that the bug just came in with my boxes.
There's always tons of parking available, which is nice. Even when I came home late at night I never had to park too far away. The pool is nice, though certainly nothing extravagant. The grounds of the complex are always very well maintained. The lawns are always mowed and there are some very pretty flowers planted around the entrance. If you're the outdoorsy type there are some great trails close to the apartment, and also its a great area to ride your bike.
It's a pretty quiet complex and I never had issues with my neighbors throwing loud parties. It's far enough away from UT that there aren't too many college shananigans going on. The walls are actually pretty thick for an apartment, so even when my neighbors were being a little noisy I could hardly hear it once I was inside my apartment. It was pretty loud whenever the guy upstairs took a shower, but I guess that is to be expected in a 1st floor apartment.
I did have one issue while living here. When I first moved in there was some sort of oily substance on the carpet. Apparently this was because the carpet was new and had some sort of protective oil coating that should have been steamed off, but wasnt. Anyhoo, it was pretty annoying because whenever you get oil on your feet, whatever dirt you step on during the day sticks to your feet also. So by the end of the day my feet were covered in black grime. However, once I told the apartment about this they got the carpet people out there pronto to fix the problem. As far as I know this was more of an issue with the carpet company not doing a good job than with the apartment. All in all it wasn't that major of a issue.
I'm moving out of Village Oaks this week because I need to be closer to campus, and I was looking for something a bit cheaper. I'm actually pretty bummed to be leaving because I really like my apartment and the area. Since I haven't moved out yet, I can't really comment on whether or not they screw you with your security deposit. I really hope that they dont. The woman in the office assured me that they're not that nitpicky and are primarily concerned with whether there is damage to the carpet or to the countertops. Anyhoo, I should know within the next month or so how that all turns out and I will report back.
Based on everything I know at this juncture, I would definitely recommend living at Village Oaks.

We got most of our deposit back minus $30 for a dirty oven and refrigerator.
