Great...if you just moved out of public housing

This was my first apartment in Austin. Admittedly, I lived at Indian Creek 1.5 yrs ago but from what I can tell little has changed. We chose this apt based on recommendations from friends. Unfortunately our friends lived at Indian Creek when the property was owned by Jefferson. It sold to Dalcor before we moved in.
Pros:
-Nice location
Cons:
Most problems extend from the owners' unwillingness to invest ANY money in the property.
-My apartment smelled like cat piss. No amount of Febreeze or Love My Carpet could quell the stench. Management would not replace the carpet.
-There is NO fitness center or tennis court on the property regardless of what their ads report. Workout facilities are at another Dalcor property 1/4 away.
-The apartment managers are constantly changing. Expect to see a different person each time you walk in the office. This is not their fault, the property owner should invest a little more in their people.
-Maintenance is understaffed and unable to respond to problems in a timely manner. Our A/C unit went out several times and we spent many a day sweating our arses off.
-The grounds are always littered with trash and there are many feral cats about.
