People are complaining that it is hidden because when they first instituted the fees, they tried to change people's leases. Ie, people who hadn't been paying for water were told "you must pay us now", even in the middle of the lease. That's illegal and immoral.
They should tell people upfront that they will be paying for water, trash, PEST CONTROL, etc. And it should be done before the lease.

petn, you're a moron. When they were strongly confronted and a tenants' association contacted they backed off because they had no leg to stand on. You think it's everyone else's fault? No one complaining about this read their leases? Stupid POS. Are you management?
