I have lived here for acouple of months and already looking into breaking my lease (paying the reletting fee of course). Where are the upgrades'!! Today there was at least 20 workers in the complex and i find this very annoying and unsafe since my neighbours happen to be some of the workers and they ALL stay around and drink. Which is fine for some but unsafe for woman. we also have rodents in the walls and our water bill is RIDICULOUS... $60 a month on average and i live in a one bedroom. My electricity is also $70ish a month. I want out!!

I agree! The workers are a constant annoyance, they shout and whistle to each other, leaving materials everywhere and stare at female residents. Nothing is done about the noisy residents (parties till 5am sometimes) The statement about the water bill is entirely true. Plus it gets shut off at least 4 times a month, for 6 hours or more sometimes! The energy efficiency is terrible. The upgrades promised are only being carried out on empty apartments! Now they're upping the rent $150 a month!!! Forget it. I would really, really consider somewhere else.
