The apartments are in poor condition, the management sucks, and is part of the problem. The company had a good manager here for a while but moved her to another location. That particular manager was doing everything in her power to clean the place up and fix things. You can't get anything fixed, the kids can't play outside, there are more drugs here than at the local pharmacy. And like others have said, they like to keep the scum and get rid of the decent people who don't cause problems and pay their rent on time.
