I lived at Royal Oaks when it was first constructed, and I agree with the other reviews - it was simply built too fast by a crew who admitted to me they had never built a 3-story complex before. It was not finished by the time they had to let renters in.
My apartment had no insulation when I moved in - they blew the insulation into the attic space AFTER I moved in, making a huge mess. I do not believe there is any insulation between apartments = very serious noise problems.
The grounds and the floorplan of the apartment itself is nice. All the appliances were brand new, so no problems there.
I had a friend in a neighboring building with continuous, serious problems, though. (Like the fact that the bathtub drain on the floor above them had not been connected. The first time the upstairs neighbors took a bath, serious water damage resulted.)
Management and maintenance staff are simply overwhelmed trying to fix problems resulting from substandard construction.
