The lighting in the complex is almost non-existent. And when a bulb outside your apartment goes out, forget about it. It takes an act of congress to get the maintenance dept to fix anything. We're talking WEEKS here. On top of all that, there are thugs roaming about screaming at all hours of the night. Ask the Carrollton Polide Department about the number of complaints the get from here, it's nuts. PLUS the trains! The trains come through hourly. They wake you up with all the noise and shaking.
