Doesn't matter who runs the place since the results are the same. If you're looking for a scenic view (and smell) of a landfill, you've come to the right place. I could understand if they were a lower-priced apartment, but they're not by a long shot.

There are tons of places that could you live BEFORE even sniffing this place.
