You can still use the electric you want, and it's still billed individually. The notice the office sent out was unclea, but it was just showing you what the new bills for rent and water will be. No one is going to get charged for electricity they don't use, that's ridiculous.

I still have electricity from TXU and I am only getting billed for my apartment. You should research these things before you write things that are untrue
