Problems with renters

Years at this apartment: 2005 - 2008
 
Landlords are not advising renters of the by-laws or any of the rules. the unit next door to me is a rental unit and has been a problem with a revolving door since purchased by the new owner two years ago. the tenants will not park in their covered parking because it is closer to park in the visitors parking. there is already a shortage of parking spaces in our area and this does not help.
