what is up with the fees' to rent an apt in TX

I am fairly new to TX and I have never seen such a thing as charging people fees to live in an apt. The application fee, processing fee and the deposit. It is you that want us to live here correct> Maybe I'm missing something. Charging over 300 just to process paperwork, give me a break.
Overall the apt and property look clean. Time will tell
