Outrageous utility bill, slow maintenance

Years at this apartment: 2002 - 2004
lived here, decent place to live, maintenance is too slow, i've seen neighbors moving out because of this. if anything gets broken usually takes more than 3 weeks to never if you never bother to go back there 5 thousand times. clean, relatively newer than other apartments. electricity bill comes out 140 average in a studio apartment. it used to cost me 80 average to live in much bigger 2 bedroom apartment. This lady who used to work here was an ass, but she moved away, so i'm happy about that at least. threatened to evict me a couple of times because my friends wrote down happy birthday on my window. she went to tower park, BEAWARE!!
