I would pass on it....

Years at this apartment: 1995 - 1997
 
Good central location, however, my car was broken into twice due to the hispanic riff-raff that was forever loitering around.
And the noise was unbearable! It must have been the poorest construction available. We could hear our upstairs neighbors phone ring! That tells you how thin the walls and ceiling are.
