Noise / parking problems

Living here has been nice enough to convince me to stay for about 3 years now. The grounds are well maintained and the staff is pleasant enough.
Recently, however, I'm at my wit's end.
3 seperate apartments within 50 feet have multiple children. The parents simply release them outside. They scream, cry, squeal, yell, ride their scooters, and otherwise make 'playground' noises directly outside my front door for hours at a time. Talking to the parents is completely fruitless.
I've asked the manager of the complex to handle the problem, but the real noise problem occurs on the weekend when the management is absent. The phone message at the office instructs me to 'call 911.'
Only by sheer luck was I able to pick up one of the last reserved parking spots. (by paying extra money) Without this reserved spot, I would be forced to fight for a parking spot every time I come home for work.
Visitors take "resident" spots in the evenings, and as far as I can tell, noone checks for stickers in order to tow these cars.
I believe both of these problems can be addressed by enforcement of existing policies.
