I've lived here for two years now and have also experienced the change in management to CWS. They change was very apparent in the quality of response time to maintenance requests. Before the management change, requests were always fixed or at least addressed the same day. Now, the major problems are addressed quickly (i.e. a light out in the parking garage or a water leak), but smaller things take some time (i.e. installing a ceiling fan).
As for the reported car breakins, I haven't really noticed. I'm a 20-something chick and have never felt unsafe in the parking garage. During the day, I'm fine with leaving my trunk open while I unload groceries. I actually think that the parking garage is one of the apartments selling points. You car is always covered, out of the sun, and getting rained on while your loading/unloading the car is not a problem. Trash is also pretty good because the shoot is in the garage. It does tend to fill up, but you can just put your bag on the floor in the trashroom and be done with it. There's also an elevator in the parking garage which makes moving so much easier. You can park at your level and walk straight in which means no climbing stairs with tons of groceries on your arms. The hallways from the garage to your apartment are carpeted so no wet, dirty shoes enter your place.
Don't fall into the security gate safety trap though. No apartment is automatically safer just because there is a gate. Unless the gate is manned 24 hrs, anybody can follow a resident in. I don't know why people coomplain that the gate is wide open sometimes. The apartment is quite full so there are always people coming and going which leaves ample opportunity for anyone to come in. It's not a Marquis-specific problem, that's just how it is everywhere. We do have a rent-a-cop that patrols the garage/grounds at night, but I'm not sure that'd be a plus over another apartment. There's only so much one man in a golf cart can do. But again, I've never felt unsafe on the grounds, even at night.
I don't see that the electricity expenses are out of control. I've lived in two different units (with identical floorplans due to a roommate swap). Last year our electric bill was ususally $60-100 for the larger two bed/two bath floor plan. This year, my roomie uses a bit more energy and our bill is usually about $115, but she's been gone for a month and my bill was back down to $70 (for the month of June) so it just depends on how energy efficient you are.
I'm moving at the end of the month to go to school somewhere else, and I've got to say I haven't been as impressed with any other complex. Even though maintenance can be very slow, the parking garage attached to your floor is a huge plus and the 24 hr workout facility isn't so common in other cities. I definitely think that the Marquis is great for the money and I'd live here for another year if I could.

I'm not sure why my review says "no" for recommended. I would definitely recommend this apt with a disclaimer that you need to constantly call the office to have minor maintenance done.
