Their secret: This property is PARTIALLY INCOME RESTRICTED and they are not required to advertise or inform new residents. Owners get a tax break for being partially restricted but must meet a quota. How it works: word of mouth, basically. Perhaps this is responsible for the, now, ghetto-fabulous community...............you think!!
