Hidden Costs

Years at this apartment: 2001 - 2002
These apartments provided electricity as part of the rent when I moved in a year ago. The apartments were reasonably priced at the time. Rent was $515 for a one bedroom.
In the spring of 2001, new management increased the rents $10-25 depending on size of apartment and told renters utilities would be $40-50 for one bedroom apartments and $70-90 for two bedroom apartments.
The management contracts with a third party for electrical billing. Billing for a one bedroom apartment during months when heating and cooling has been unnecessary has run $110-125. Two bedroom apartments are billed $175-200 per month.
Rent (electricity included) one year ago: $515
Rent (electricity added) now: $645
For tenants here 13 months ago, there have been three rent increases.
There have been no improvements other than repaving and restriping the parking lot.
The complex had few vacancies a year ago. A large proportion of original tenants have moved out in the last year. Management is abrasive and does not respond to letters of inquiry.
