I love the staff however the apartments are not very functional and the utility bills are very high. Electricity in summer was about $250 - 300 and the winter about $300- 350 and this is with me gone 12 hours a day 5 days a week meaning that the majority of the time there is no electricity being used.

I concur that electrical bills can be high, but I have not experienced the same severity in the 3 years I have been here. I live in the largest apartment (1344 sf) offered here on the top floor, with vaulted ceilings, and predominantly western facing windows (hottest exposure). I'm here all the time and have had peaks of $250/month, but average about $150 (again, being here all the time). The $/kwh you are paying can also make a big difference! I just learned that my neighbor below me solved his problem by installing cheap window drapes inside ($30 each at Walmart) and drastically reduced his bills. I'm off to Walmart now!!!

I face the west, as well, but live on the bottom floor. My bill for the last 4 months I've lived there has averaged between $50 - $65 per month. I am there all the time, but also leave lights on when I'm not. Definitely check the $/kwh on your bill! It seems like your electricity provider is taking you for a ride :-( Another thought - consult the office to see if they need to do maintenance on your heating/a/c units? Just an idea...
