Don't understand how you can say the office is on top of things if you state:
"Besides needing a good paint job there are a few minor things that we beleive should be fixed, such as the gates, the railing down stairs from me is not even connected to the ground anymore, in parts of our apartment the ground is not stable (it rocks back and forth),and the spa is just plain nasty."
That is the opposite of on top of things. I don't know some people just may want to live that way. Take notice to how long it will take to get those things fixed.
