terrible neighborhood, utility problems

I lived here for a little over two years because I hate to move, but I finally felt like I had to for both safety and economy.
At the time I moved (2003) I was the only resident in my building (#2) whose car had not been broken into.
Additionally, my electric bill would spike at really odd times. Once I left the state during the winter and even turned my heat way down and all my lights off, but my electric consumption spiked in that month. I believe the complex may have been hooking in outside lights or even the laundry room electric into my meter, because my electrical usage (not the bill amount, but the actual electrical consumption) over doubled in spite of incredible efforts to cut my own personal usage, and the electrical consumption patterns shown on my bill did not match my own personal patterns of higher and lower usage. Management wouldn't do anything and referred me to TXU, but TXU would charge me to look into it if it turned out to be something other than their meter (which I don't think it was) so I moved.
The outside door lock malfunctioned once (their shoddy lock broke) and it took them several hours to let me back in while I waited outside in the cold because my car keys were locked inside.
Also very loud next to the train tracks (which I didn't mind) and terrible landscape upkeep with pools of rainwater gathering which would sit for weeks and grow green sludge until drier weather. Management wouldn't do anything to resolve problem of my messy neighbors leaving trash outside the apartment door which became very smelly.
