I sign a contract for one year and I had to pass the winter without a hot water even thought I went to the office in the last two month and tell them about this!
I think is better to pay more for a decent place.

We live at the sister complex, Stewart's Landing, and we never run out of hot water...plus the rent is cheaper! This must have been an isolated incident.
