I have lived here for about half a year, and I've been very happy with the place. There has been little need for maintenance, but the items that have needed repair have been fixed very quickly. There is not an after hours phone number for repair emergencies. However, both the manager and the assistant manager live on the complex, and they are quick to help if something comes up. The office manager (Maxine) is a very friendly lady who is willing to do a lot for her tenants (including visit them in the hospital).

The apartment complex itself is aging (it was probably built in the 1970s), but it seems to be pretty well maintained. Bugs are not a problem. I have never needed the service, but an exterminator service is provided every Wednesday if problems arise.

As for noise, I've never seen rowdy neighbors or heard any loud parties (and I'm up pretty late). The main noise comes from the nearby road and the ambulances going to and from the hospital next door.

The only bills I have to pay are electricity, phone, and Internet (water and trash are included in the rent). The rent itself is very reasonable.

Overall, I recommend Highland Terrace. Get to know the manager and your neighbors, and your experience will hopefully be a very pleasant one.
