Cheaply built

Do builders forget to insulate apartment complexes these days' I have lived here for almost a year now, and I will not resign my lease. Noise is a serious problem with these apartments. I love being woken up on Saturdays and Sundays by my upstairs neighbor vacuuming every morning. Then as soon as the vacum is shut off, I get the privledge of listening to his rap music. If the upstairs residents aren't making any noise (a rare occasion), then I listen to the neighbors next to me yelling at each other. Maybe if proper insulation was installed in these apartments, the noise wouldn't be as bad.
Another problem with these apartments that they fail to mention when looking is the water bill. There is one water meter for the entire complex, and it is divided up by: 1) The number of residents in the apartment and 2) The square footage of your apartment. The second factor makes no sense, it isn't like I'm in here flooding my apartment making a swimming pool. Water bills for a one bedroom with one tenant will easily run you $30.
Finally, the other issue to be aware of if you move to this area: Traffic. Good luck trying to get anywhere on Beach street around rush hours. The genius engineers that designed the streets up here obviously weren't the brightest. You spend a good ten to fifteen minutes waiting in the traffic at the lights because the streets are too small and the traffic lights are all out of whack.
On a positive note, besides the noise, water bills, and traffic, the floorplans are large, spacious and well lit with natural light. The common areas are kept fairly clean. Even when stupid tenants put their trash out on non-trash days, it is still picked up.
