No Heat, No Air Conditioning, and electric bills reach astronomically high, even for an efficiency! Are they getting a "Kickback"'

Six months to repair is long enough to pay $200 monthly electric bills in an EFFICIENCY.... with NO HEAT or AIR CONDITIONING

Something is VERY wrong here! They need to be turned in to AUTORITIES!
